There's no refund for game bugs. I am handing out all parts you need for the quest, excl. the ATLS and ATLS Geo which you need to buy yourself for a few coins. (They will stay afterward in your ship list, so no need to buy a second one if you already have one.)
After receiving the mats you take the first Quest for normal Ikti. upload all stuff needed to the elevator and give to Wikelo, Than you go and take the next quest for making Ikti fly and same procedure.
